The HSP™ (High Security Printing) conference took place 4 -6 March in Sofia, Bulgaria. It opened with three seminars, one of which was run by identity verification solutions provider Onfido, focusing on document fraud in an online environment and the challenges organisations deal with when trying to authenticate documents remotely.

The other two seminars were organised by the Future of Cash conference looking at how and why cash is changing, whether cash is a public good and/or a basic right and discussion groups on different aspects of what is happening to cash.

Finally, Kerre Corbin of Kerrency told the real-life story of a counterfeiter drawing a large crowd, demonstrating that security remains at the heart of banknotes.

The main conference programme was opened by Petar Chobanov, Deputy Governor of the Bulgarian National Bank. Mr. Chobanov emphasised the importance that the country’s national bank places on international cooperation, as witnessed by his invitation to delegates to join the tour of the National Bank scheduled for the end of the conference. Presentations followed from Plamen Tzviatkov and Sven Busselberg on the art of Oberthur Fiduciaire, Bernadette O’Brian on the ECB’s Product Environmental Footprint, Petia Yordanova on the conceptual design of the new Bulgarian ID Card, and John Winchcombe on cash usage and trends across EMEA regions.

The programme then split into separate tracks for currency and ID.

Recent developments in ID and currency

The ID track focused on recent developments in travel documents. It included presentations from Eriks Vismanis (Office of Citizenship and Migration Affairs, Latvia) and Liis Vilde (Veridos) in which they unveiled Latvia’s new ePassport, Micaal Sidorov (Demax Holograms) looking at recent trends in DOVIDs for travel and identity documents, Claudia Schwendimann (Austrian State Printing House) exploring the use of photographic portraits in travel documents, and Marc Pic (Advanced Track & Trace) who provided insights into deep-learning enhanced security codes.

In the currency session, Michael Kasch (Orell Füssli Security Printing) described the company’s Escher® 3D intaglio design and printing techniques, followed by Phil Holland (Komori Corporation) who presented the Phoenix house note with innovative digital printing which links with Jura’s banknote authentication software. Niels Kaas (Danmarks Nationalbank) then gave an overview of developments in Denmark’s currency, including recently announced changes such as the development of a new series for issue in 2028 and withdrawal plans for older banknotes. Banco de España’s Rubén Ortuño closed the session with a presentation on applications of its Neurocash software, which is being used to investigate how banknote designs work in circulation, production, and communication materials.

Focusing on design and security

The next ID session focused on design and security for travel and identity documents, with presentations from Juliette Thomas and Jérôme Boudineau (IDEMIA) on updating eID documents in the field, Amaury Chasseux (SURYS) on large size embedded DOVIDs, Robert Dvorak (IQ Structures) on verification and authentication of identity documents including the use of the company’s IQ Check mobile application, and Zoltán Balla of the Hungarian Banknote Printing Company on the concept of hybrid datapages.

In the currency session Barna Barabas (Jura) reviewed traditional print security features, noting that whilst digital printing has a place on banknotes unique features of this aspect are needed. Patrice Rullier (Oberthur Cash Protection) presented on the role of central banks in reducing cash in transit and ATM attacks. Michael Ritschewald (Hueck Folien) detailed the company’s extensive sustainability work and its portfolio of security features, including its new Optomove® feature based on micro mirrors. Virginie Lang (Seprinto & Partners) closed the session with a presentation on Seprinto’s LaserLine Secure Luna technology, which reduces ink usage by 10-15% and improves print quality non-invasively.

Sustainability becomes ever more important

Developments and sustainability were the focus of the next ID session on the morning of the second day. Tomasz Mokrogulski (HID Global, UK) opened the session with a paper on navigating global standardisation and regulatory challenges in digital travel credentials (DTC), followed by Emmanuel Kpakpo Brown of the National Identification Authority of Ghana setting out the country’s national identity documents production waste management system. Nick Larter from Veridos then introduced the company’s MobileID platform, and the session was closed by Francis Tuffy (Editor of ID & Secure Document News) asking, in his paper, whether the document security industry should be worried about the demise of physical visa stickers.

The penultimate single-track currency session found Thomas Kleindienst (Leonhard Kurz) describing the company’s environmental sustainability work, for which it has won the EcoVadis rating agency’s silver award. Aurélie Berthon (Koenig & Bauer Banknote Solutions) provided details of the company’s decades-long work to improve the efficiency of banknote production and reduce the input materials required.

Jeroen Kusters of Royal Dutch Kusters Engineering presented the results of its survey of the sustainability work of 83 central banks, particularly how they dispose of unfit banknotes, and its work to allow both paper and polymer substrate waste to be re-worked into high value new products. Ferdinand Storek (G+D Currency Technology) closed the session with an introduction of G+D’s new Banknote Fibre Extraction (BFE) solution, which breaks the fibres rather than cutting them to ensure high value disposal of notes can occur more consistently.

Anti-counterfeiting and technological innovations

The final ID session saw three presentations on document upgrades, fraud, and anti-counterfeiting. This included a paper from Maria Donos of the General Inspectorate of Border Police, Moldova, that explained the country’s actions to reduce counterfeiting of travel documents, followed by a presentation from Richard Perera (Landqart), setting out an ideal upgrade path for datapages and secure documents including the company’s Durasafe® TRAVEL and Certify. Simon Horswell of Onfido closed the session with a review of its Identity Fraud Report 2024.

The currency session featured three presentations on verification technologies, nanotechnology-based inks, and a more sustainable PVD coating process for intaglio plates. Dmitrijs Bobrovs (Regula) presented the first of these, displaying its range of standardised visualisation, verification and analysis tools for use with optically variable devices. Romain Waidelich (Inorcoat) presented the company’s chrome-free PVD coating offering for intaglio plates, which is also utilised in coin production. Àlex Julià-Lopez of Distinkt, detailed the company’s work in creating a new generation of dynamic luminescent inks based on nanotechnology.

…And even more innovations

The final session of the conference saw the currency and ID streams re-joining to focus on technology and innovation. Gabriel Moser (Hunkeler Systems) continued the sustainability theme with a focus on management and recycling of unfit banknotes, Linksmart Technologies spoke on the topic of non-cloneable print, and Astrid Mitchell, CEO of Reconnaissance International, explained the steps being taken by the International Hologram Manufacturers Association (IHMA) to expand the Hologram Image Register (HIR) to include all types of optical security devices.

A specialist exhibition of over 40 companies was held alongside the conference sessions, providing delegates with an opportunity to see the latest industry products and solutions.

The conference gala dinner saw awards for the prestigious Regional Banknote and Regional ID Document of the Year. Further information about the awards and winners can be found here.

The conference closed with the annual HSP EMEA football match, sponsored by Oberthur Fiduciaire. Fortunately, and unusually, there were no injuries, and the football match was greatly enjoyed by delegates.

The next HSP EMEA is scheduled to take place 3-5 February 2025, in Switzerland.

The conference was very interesting. Regarding the new trends in technology it’s interesting to explore both perspectives from industry and law enforcement.

09:00 – 12:30 Currency – The Future of Cash Seminar

Led by Antti Heinonen, former Director of Banknotes at the ECB and Guillaume Lepecq, Cash Essentials

The seminar will focus on understanding the changing cash environment and what stakeholders are doing to optimise the cash cycle and ensure the future viability and sustainability of cash. It brings together all stakeholders to discuss new strategies for shaping the cash ecosystem of the future.

The seminar will be led by Antti Heinonen, former Director of Banknotes at the ECB and Guillaume Lepecq, founder of the CashEssentials think Tank.

The seminar will address three key questions:

  • How can stakeholders contribute to shape a viable and sustainable cash ecosystem in an increasingly uncertain environment?
  • Is cash a public good? Or a basic right? If so what are the policy implications in terms of access and acceptance, resilience and the funding of the cash cycle?
  • What can we learn for the global evolution of cash demand?

In addition, Round Table Conversations will offer the opportunity to debate the burning questions, ranging from declining transactional demand for cash; the need for a more resilient cash cycle in a multi-crisis environment or the loss of privacy in a less-cash environment. Participants will be invited to deploy their collective intelligence to assess and discuss some of the key challenges and opportunities facing the future of cash.

09:00 – 12:30 Identity – The Emerging Behaviour of Fraudsters in the Modern World –  The Obstacles in Future-Proofing Document Design

The digital revolution is here to stay. Consumers, and therefore governments and corporations, demand self-service, and with it, remote document authentication at scale. With recent advances in AI, fraudsters have access to better tooling, and limitless source material.

In this seminar, we will take a deep dive into the statistics and findings of Onfido’s 2024 Identity Fraud Report; in particular, the emerging behaviour of fraudsters in the modern world. We will look at the current methodology employed by organised fraud rings, the importance of document design in their approaches, and potential solutions.

13:30 – 17:00 Currency – Operation Timerbrier- A Counterfeiters Fall from Glory

A father and son team were sentenced in December 2022 after pleading guilty to manufacturing £977,000 worth of counterfeit banknotes. This is their story.

Learn how these counterfeiters used Dearneside Press, a legitimate printing business, to manufacture counterfeit Scottish banknotes. The counterfeit notes were printed at the shop, then taken to the son’s house to simulate all the security features. Three boxes of evidence were submitted for examination after the raid on both properties, but there was more to come.

Sheets of counterfeit banknotes, inks, stamps, rolls of used and unused foil, dies for hot foil stamping machine, genuine pattern banknotes, crime scene photos, and computer files/images had to all be linked together for the six different counterfeit banknotes. Holograms, windowed threads, and UV patterns were simulated on UV dull paper. Amongst all the evidence was a huge surprise that Mr. Gaunt could not refute. A mammoth task, but it was all worth it!
